You can set your library policy regarding placing holds in Fines and Circulation Rules based on Library, Item Type and Patron Category.

SysPrefs control the rules related to item status.  Just click on the ‘Circulation’ button in System Preferences and select ‘Holds Policy’.

If all of the items attached to a bibliographic record are long overdue, lost or otherwise unavailable you cannot place a hold.  Koha sets this limitation automatically.

If there is at least one item available on a biblio you can place a hold.
